Hazard Mitigation Planning:  The Oregon Partnership for Disaster Resilience (OPDR), through the University of Oregon, is a coalition of public, private, and professional organizations working collectively toward the mission of creating a disaster resilient and sustainable state. OPDR has established a statewide Pre-Disaster Mitigation (PDM) planning program that provides both funding and technical assistance to local governments for the development and/or update of natural hazard mintigation plans. Local natural hazards mitigation plans must be reviewed and approved/re-approved by FEMA every 5 years.  OPDR works closely with the Oregon Emergency Management (OEM), the State agency responsible for coordinating and facilitating emergency planning, preparedness, response and recovery activities with the state and local emergency services agencies and organizations.
