RISK MAP PROJECTS
in progress
Coastal Projects
New Mapping for Clatsop, Tillamook, Lincoln, and Curry Counties; coastal Lane County and Douglas County
The objective of this Risk MAP Project is to develop a Digital Flood Insurance Rate Map (DFIRM) and Flood Insurance Study (FIS) report for the coastal portions of the state, as part of a national directive (re-delineation of riverine reaches of Clatsop, Tillamook, Lincoln, and Curry Counties will be included).DOGAMI is performing hydraulic analyses for approximately 288 miles, and modeling will include the 100 and 500 year events based on peak discharges. DOGAMI shall also perform new coastal flood hazard analyses for selected populated reaches of the coastlines, including wave/water level analysis overland propagation of wave heights analyses, and wave run-up. Discovery meetings with communities will identify specific issues and needs. Project time frame is 2011-2017.

Comments:
Early in 2015 the production of the preliminary maps were placed on-hold for the following reasons:
- ongoing coordination and collaboration to resolve concerns with the draft coastal analysis in the Columbia Estuary,
- ongoing assessments of non-accredited levees, and
- insufficient funding to address minor issues with the Zone A modeling and to break up the study into two parts separating the Columbia River Estuary area from the rest of the county.
**FEMA has released preliminary maps for the open coast only. Study continuing on the Columbia Estuary and some inland waterways - these preliminary maps will be released sometime in 2017.

The County was updated in 2009 as part of the Map Modernization initiative, but was selected as a Risk MAP "all hazards" demonstration project with DOGAMI (Oregon Dept. of Geology and Mineral Industries) as the contractor. project includes high-resolution coastal topographic data development using lidar (light detection and ranging), flood insurance rate maps (FIRM) re-delineation, hydraulic coastal flood analysis, and integration of multiple natural hazard data layers. Flood Insurance Rate Maps became effective March 17, 2014.
The County was revisited with a new Discovery effort (May 12, 2016) to complete the All-Hazards analysis, and Preliminary FIRMs for the Approximate Zone A areas of the County were released November 30, 2016. See Coos Co Zone A Mapping Overview Map

Comments:
1. Project complicated: started as a Map Mod project; then incorporated a federal mandate to remap the coastlines; transitioned to a Risk MAP project; then considered the effects of an Appeal; now adjusting to a new national levee policy; and incorporates re-delineated riverine mapping based on LiDAR.

Harney County
This project was originally focused on the Silvies River Watershed only, but all of Harney County was added due to the complexity of the drainage area and concern over large areas of approximate mapping. Re-delineation of detailed flood zones (Zone AE) using lidar is in progress, and new lidar is being added. For the revision of approximate flood zones (Zone A) DOGAMI is developing updated hydrologic data.
